I have recently been stuck with a bill for £2k for a new roof on a block ... I have 1 ground floor flat in the block. I just bought the flat in May .. but previous owner had died, and executors did not know about shape up programme in Barking, Essex ... Buyers Beware! No loopholes for me here .. I am stuck with the bill even though the owner (who died) knew about programme!
