I would write to the tenants having arranged for the gas service to take place at a set time and date - make sure the tenants agree to this being done - they should do as it is in the interest to ensure that the property is safe - if they fail to keep the appointment at least you have taken reasonable steps to ensure their safety should anything go wrong.
