Diferent councils may vary in their approach to tenants in arrears, however in West Wiltshire a tenant who makes themselves 'deliberatley homeless' by not paying their rent would not be eligable for rehousing by the council.
Your tenant would be best advised to pay the rent on time each month, and apply for housing on the grounds that they need larger accommodation.
The tenant may be eligable for help with their rent from Housing Benefit. You would then have to decide whether you are happy to accept a tenant who is claiming benefit.
