nuisance tenants

I have two tenants that can not get along. one is up all hours playing music, doing drugs (no proof), screaming, badmouthing the other tenant.

the one tenant receives medical help in the home from agencies, these agencies do not want to come back to that environment.

the police have been called by numerous other people about this situation.

as a landlord what can I do, if anything, legally?
