Repairs - deadline?

My tenant has complained about a non-flushing lavatory, which I have made efforts to have repaired, but have been let down twice by the workers who were due to fix the problem.

I'm aware that under the terms of the 1985 Landlord and Tenant Act, the propertly is legally "unfit for human habitation", and my tenant is threatening to go to the council to have an order served on me, as well as withholding her rent, if the work isn't completed today.

Does anyone know if there's a statutory time limit by which I have to have work like this completed?
