An excellent thought - and I thoroughly agree that Landlords should have a duty of care towards the general public as everyone else does. I would however wonder if the courts would find that the landlord was in the wrong when it is the tenant who is committing the offences, over which the landlord has no power and there is certainly no jurisdiction that indicates a landlord must reference a tenant and use an agency. If he is making that much noise, then why have the environment agency not acted upon it? Please let us know how this proceeds, as you rightly state it is a new one on most of us and could have far reaching effects - not altogether unwanted ones either - if it gets rid or reduces the number of rogue landlords!
