Tenant gone but his belongings still present

Further to a recent post of mine... Our tenant (who is now 3 months behind with the rent) sent the property management company a letter apologising for not paying the rent and saying he would settle up on a recent date that has now passed. He also said that he did not "reside" in the flat anymore and could move his belongings at any time. Now, his 6 months are up at the end of Feb but the management company say that as he still has some belongings in the flat, we cant enter or change the locks until he has fully vacated the flat. The problem is we don't think he will move what's left of his stuff any time soon and even after the 6 months is up.. we still cant go in and change the locks etc. This to me seems crazy as he does not reside in the flat any more by his own admission.

Anyone got ant thoughts?
