where do I stand

I have a building with a business (run by one tenant) and a flat above. The new tenant in the flat has a dog of which i have no objection (we have agreed on a clause in the tenancy) the business side keep their emergency doors open which then the shop premises can be accessed . My new flat tenant is worried that the dog may get into the premises because the garden is only used by the flat tenant. Can the shop owner object to a dog being in the flat?
