This is correct - you do not need to issue Notice of Possession unless you want the property back. A letter informing the tenants of the due end date of the contract is fine - however, you will find that a lot of agencies, me included, prefer to issue a Section 21 just after the start of the agreement so that the tenants are aware that I want the property back at the end of the fixed term. A letter will suffice and if you want the tenants to remain at the property, then you can offer them a new agreement, however, if you definitely want them out and are not sure that they are going to leave then issue a notice.
